The mother, Emily Arter, and her boyfriend, Joel Rodriguez Melendez, were arrested on a slew of charges in connection to the case. The York County Sheriff's Office received a tip that Arter was supplying cocaine to most of Dillsburg, which was forwarded to the Carroll Township Police Department. The police say there were four children in the home, all under the age of ten, and they are in the care of responsible adults. The daycare where the incident occurred is not commenting on the matter due to the ongoing investigation.
